You need to ask your email provider to investigate.

The method of sending the newsletter notices has not changed in three or four years. However, all email providers must adjust their spam filters almost daily to meet the latest threats. Spam changes constantly so the spam filters also need to be changed frequently to block the latest variants. Along the way, spam filters also occasionally block other things that are sent by bulk email, such as this newsletter.

Over the years, I have received dozens of reports of non-delivery of the newsletters. In every case where we have been able to track down the problem, it has ALWAYS been one of three things:

1. the subscription had expired (that only happens on Plus Editions)

2. the reader's mailbox was full

3. spam filters

I have never found a fourth cause.

99% of the time it is caused by spam filters, either at the receiving mail server or in the subscriber's own computer. Mailbox full and expired subscriptions are rare as the subscriber usually knows about those problems and rarely contacts me.

Please keep in mind that I guarantee that I will SEND the Plus Edition newsletter to every subscriber's e-mail address every week. Notice that I wrote that I guarantee that I will SEND it. That is not a guarantee that you will RECEIVE it as receiving it is beyond my control.
